Migrants are often arrested on civil immigration violations at the San Diego federal courthouse upon concluding their trials on misdemeanor illegal entry charges. James Johnson has been working to combat this.

DHS’s decision to flout the long-standing common-law privilege against civil courthouse arrests and to commandeer the courtrooms of the Southern District of California for federal civil immigration purposes has led Plaintiffs to reasonably fear civil arrest should they appear in court at their upcoming court dates.
